I obey speed limits pretty carefully. But there have been a couple times where I needed to exceed the speed limits and run a couple of red lights to save someone’s life.

Having dealt with the same situation, I'm convinced that the map companies don't fix anything in order to protect themselves legally. They instead put the liability on the companies that drive around mapping routes.
My GPS regularly thinks I'm driving at highways speeds along a parallel street through a residential neighborhood. A GPS-based limiter will fail spectacularly, slowing highway traffic down to 25 mph on major highways.

Should work out great when you need to accelerate and maneuver to avoid a collision.

If the fascists can slow down a car, they can stop it or even drive it where they want. It would also be easy to limit where you can drive keeping you out of Chappaqua for example

I have seen on “Newsy” news clips on Pluto tv some propaganda from the NTSB many times this past week asking to have cars with device to detect alcohol citing drunk driving accidents.
This is another way for the democrats to remote shutdown our cars. They want to track you like the cell phones do.

So if the navigation system is programmed for a local speed limit with the car using the navigation system to control the car’s speed, who gets the ticket if the speed limited changes and the car Mfg has not updated the car in a timely manner? Brave new world coming...
