Context matters: "He wanted the dorm rooms to be tiny and windowless to encourage residents to spend more time outside in the common areas, meeting other students."
That said, I am not pro or con this idea. Just noting the old codger has his reasons (however ridiculous).

In NYC, natural light is a requirement for dwellings. As well as a private bathroom and kitchen for new dwellings. Unfortunately this drove up the cost for the poorest people since new “single room” apartments have been illegal for a while.
However in many jurisdictions windowless apartments are legal as long as meet ventilation and fire codes.
