Since he had a armorer on the set it’s the armorers responsibility. How would Baldwin know which round was real or fake because according to the picture of those blank rounds they looked exactly like real rounds.

The production company probably has some insurance. Perhaps that’s why they immediately called it an “accident”. I don’t know all that much about insurance but I imagine in some cases negligence or malice invalidates the coverage.

there has been lots of obfuscation

the whole Prop gun thing, Prop means property or studio property, it does not mean that something is not real, but certainly it can be.

the whole Cold gun thing, from my understanding Cold means that there are no rounds in the gun at all no blanks, nothing.

I am blaming the AD and Baldwin. Both knew that the chick did not have the balls to override their bad direction.
I blame the Chick too because she should have walked with the rest of the union staff (unless more evidence comes out)

Someone brought live ammo for the Property Dept Gun to the set, they have some liability, especially since the ammo for this is not common, you did not accidentally have a box in your pickup.

All three knew or should have known it was their job and duty to check the firearm before the script called for being stupid.

All true. Liability in lots of places. Ultimate culpability rests with the man who shot the weapon. It was a single action revolver so it had to be cocked first, before a trigger pull would even drop the hammer. So Alec had to have cocked the gun, pointed it, and then fired. Why did he do that for a mere rehearsal/set-up sequence (no filming just setting up for the next scene).

As I said above, I doubt anyone could take the camera, the lights, the horses, the costumes etc off the set to have a good ole time with them. Somehow it seems (from media reports) that they could take the weapons off set and fill them with (as you said) a very rare and highly lethal round. .44 caliber is one heck of a bullet.
