there was an article yesterday about the earth possessing a 27.5 million year 'pulse'. Were we in an area of the galaxy 3 pulses or around 84 million years ago that could have contributed to shift?

Not sure that I buy this. The geologic record of fossils and radioactive rock dating would have had thousands of indicators already established that would have suggested this many decades ago.
It’s too recent to have been overlooked. Besides, I can’t read anything without suspecting it will somehow endorse the global warming scam, even remotely.

Reading the article I couldn’t tell whether the writer is trying to tell us that the earth and its rotational axis tilted an extra 12 degrees or the earth remained stable, but started rotating on an axis tilted 12 degrees from its previous rotational axis.

I remember reading in SAGA magazine from around 1969, how the earth’s magnetic poles will shift and the crust of the earth will float over the core! When the magnetic field settles no telling where you will be on the earth.
Between 86 and 79 million. That is seven million years. A mighty long time!
