You are obviously ignoring all the posters that have pointed out to you that they do not prosecute thefts under $950.00 but they sure prosecute hate crimes which is what would happen if you prevented him from leaving.
I fully understand that they have made crime legal in Ca. And stopping crime illegal. In Ca all property is now considered public property in common to share as they like, there is no such thing as private property anymore.
To better understand the context of my stance, please read my first post in this thread, and consecutive posts. Because for the store’s best interest it relates to the point you make about it being a hate crime to stop them.
My point was good thing they didn’t shoot him. It wasn’t worth it for petty theft.
From a business standpoint it is much cheaper to let him go. Just with liability insurance rates alone. Let alone any serious legal liability issues.

I was robbed and shot, with a .32cal, on 7/14/75, bullet missed all organs/arteries/bones etc, didn’t tumble, and I still carry it near my lower spin, inside the pelvis. I have the original and later xrays. Drs at South Miami Hospital Trauma Ctr were amazed.

Had the guard succeeded in grabbing the bag and the criminal been knocked off the bike (I won’t say HIS bike, because it likely was stolen) the guard would be up on assault charges.
A good @$$ kicking would not be out of order for the more brazen offenders.
As long as it comes down to what your stuff worth instead of the crook deciding what his life is worth, it will continue.
