The state legislatures have abrogated their constitutional responsibilities for decades even a 100 years. They had two primary Constitutional responsibilities the election of Senators & the appointment of electors. They stupidly allowed the appointment of senators to be lost in 1912 with the 17th amendment. They have lazily & fearfully allowed their appointment of the electors to erode to nothing.
With all of that this is what you get !
