This seems to be the latest policing fad — they have to use a PA system to “declare an unlawful assembly.” Why not just skip that silly formality and start cracking heads open?
I imagine that requirement comes from the namby-pamby ultra-leftist city councils.

The requirement that local authorities formally warn a group to disperse, or be deemed an unlawful assembly, has been around for over 300 years. It was signed into law by this guy:

I've thought the same thing. Watching them in action they seem to be used to push back on the crowds. Don't know if that's the purpose. Might be me but I haven't noticed shields being used much.
