Commercial traffic is allowed to cross both directions.
People with dual citizenship are also allowed to cross in both directions abeit not easy. However, IF such individuals decide to return to Canada, they are required to be quarantined for 14 days. Also, carrying a handgun in Canada is a big No, No. So IF she has dual citizenship, she could be facing serious Canadian charges should she ever return.
She will claim that she was just voting by mail.
The US and Canada take carrying firearms of any kind across the border VERY seriously.
Whatever else she may have to face, that will be a biggie for her.

While the process is somewhat convoluted, it is NOT impossible to bring a handgun across the border. There are prerequisites and protocols, but it’s actually not as difficult as one would think.
That said, I sincerely doubt this person even tried to follow the rules. Stupid.
