He must have heard whispers from the chain of command that his promotion was DOA. Now for the board members that put him on that promotion list and the senior civilians that approved the list and sent it to the White House. Meanwhile his retirement pay will be significantly lower the rest of his life because he did not get promoted. Very good news.

Well, now that he is retired, I am certain that Ukraine is still holding their position of Defense Minister open for him. He did say in his testimony that Ukraine made him an offer. Surely he did not lie about this also. We all know that Ukraine would welcome the opportunity of hiring a Russian to be their Defense Minister.
