I often check in to the Venice Web Cam at Rialto Bridge to see how tourism is returning to Europe. Still really slow. Typically the bridge will be packed with tourists and boats galore traveling down the Grand Canal.
Still hardly anything moving. Sad. This is one of the most amazing cities in the world to visit.

— If negative proceed to domestic flight,
— If positive 14 quarantine in approved DOH strict quarantine hospital ($$$)
Then in Cebu, another coronavirus test ($$$) another stay in DOH approved hotel, er resort ($$$$$) for 1 or 2 days,
— if negative, home quarantine for 14 days
— If positive, 14 day quarantine in DOH-approved hospital
That's their story and I'm sure they're sticking to it.

Covid is a bit more real than climate change. And there is no doubt that their cases are going down and ours are going up.
I assume that one's nationality will be irrelevant here - i.e., ALL travellers (including Europeans wishing to return to Europe after having vacationed in the U.S.) will be barred from re-entering Europe.
So, yes: It will work both ways: Both American tourists wishing to enter Europe and European tourists wishing to return home will be barred (if this ban will indeed not be based on mere nationality).

We pulled their fat out of the fire twice in the past century. Let’s ignore the ungrateful wretches from now on. No tourism, no trade, no foreign aid.
That’s not what happened. We had war declared on us and we had to put a stop to that. Not to mention, the very notion of a united Europe is an anti-American stance, so we have to be on our guard no matter what.
Certainly the foreign aid angle means that they don’t get to do what they please, and again.
There’s always doubt, particularly when a disparity in comparable testing availability exists.
