Well, she wasn’t being skimpy or it would not have been strong enough to do that; must have misread the proper amount of water to add or else thought she’d be helpful and make it stronger under the “more is better theory.” The road to hell is paved with good intentions.

I think her mistake was adding too little water. Foaming sanitizer is like the foamy Purell we get all over the place. It’s meant for contact with skin without causing any problems. It’s dispensed in small amounts by dispensers that turn it into foam in the same way that cappuccino machines turn a little milk into a bunch of foam.
Sounds to me like a crime of ignorance. The sanitizer was probably meant to be used on surfaces, never human skin.
You can just buy rubbing alcohol and put it in small spray bottles.

When I was in high school, I read an autobiography - IIRC, the title was "Manchild In The Promised Land" and the author was Claude Brown. For whatever reason, the part I remember most is his story of being home alone with other kids when he was about 8 or 10 years old, and using Vaseline to fry eggs because he could not find the Crisco.
It sounded believable, especially when I consider the crazy stuff I tried as a kid, so when I see stories like this it's makes sense in a "kids learn some things from experimenting" way. If nothing else, they learned never to do that again!

All sanitizer is good for is spreading the germs around. Soap and water and rinsing is much more effective.

If you can't find rubbing alcohol at the store, a high proof liquor will do. Anything 120 or higher proof, 140 or higher is better. Of course, you'll smell funny after spritzing that on your hands.
On the flipside, the FDA won’t let whiskey manufacturers make hand sanitizer if they don’t add a bitterant to it ... so we can’t get new real, safe hand sanitizer supplies on the market. That forces the ignorant to make their own and often go wrong.
