Santa Fe City Councilors will consider an ordinance Wednesday night to outlaw the chaining or tethering of dogs in the city.
Under the proposal, owners can not chain dogs in any way, including a trolley system. It would also prohibit pet owners from keeping dogs outside and unattended in extreme weather.
The ordinance is similar to the one passed by the county in 2017. The meeting starts at 5 p.m.
What about leashes?
Sounds like that would break the ordinance.
Such a law would not be necessary if not for the imbeciles that treat their dogs badly.
I had a two axis, overhead trolley system with a coiled drop in the backyard at the old place that let the dog have access to pretty much the whole back yard.
It worked great.

Chaining a dog is a good way to get someone bitten.
The chain delineates the dogs territory, come inside
of it and he is king.
They do work great! I had a 20-pound terrier whose paws fit in the spaces in my short chain link fence. Without it he learned how to climb it and get over in just seconds. On the 75-foot trolley wire (with a 15 foot drop line) I put stops to keep him from contacting the fence where he could hang up. He had a dog house, a big tree for shade, an old rug for comfort. He lived to the ripe old age of 14 when he died last year.
Good luck enforcing it...
I have a neighbor with one of those. He follows my yard movements and attacks the chain link fence whenever I approach to weed or cut grass. When the owner moved in he put a 5-foot wire fence up against the chain link fence to keep him and the female pit in the yard. Except for food, water and cleanup of poop every few days the dogs have no human interaction. The male pit takes out his energy and frustration on garden tools and the water hose.
This could be the exception to the rule. I wish they made it a law in every state. I'm having a big problem with a neighbor in back of me with two 9 mo puppies they leave chained up without food, water, or shelter; rain or shine. I've called the Animal Control officers on them as a last resort (twice) after talking with them politely and even fixed a long stretch of fencing the dogs were able to jump. All they had to do was fix one other stretch then they didn't need to chain the dogs out in the open so they wouldn't knock over what little water they were given. They were so hungry they chowed down the dog food I gave them while fixing the fence.
Some people should not be allowed to own anything more than a goldfish. Why have a dog if they are just going to keep it chained up in the yard. Get a motion sensor alarm. Much cheaper and more stealthy or not. They can choose to make it warn those who get too close while they are being filmed.
These crack addicts actually called the Sheriff on me today saying I've been in their back yard at all hours. I explained to them that these people are known liars. It's what they do. I moved my motion activated video camera to focus on their property (they're renters of course). So if they call again I can produce a video to prove the crack addicts are liars.
People like that should be neutered/spayed with their dogs rehomed to a loving family. That’s animal abuse plain and simple.

I would move. I couldn’t live in an area like that.
Every other house in the area is lived in by the owners including mine. These losers are the only renters. They need to go. Honestly, other than what they do to their pups, I don’t care what they do. I confess to worrying about how they treat a 2 yo toddler which is his sister’s kid.
I figured they would retaliate but all it did was prove what a liar she is. Hopefully they will give up the pups to be rehomed so everyone can get on with their lives. People like that don’t usually stay in one place all that long.
Moving is not an option for me. I don’t want to anyway. Been here 6 years and this is the first time I’ve had any problem with any neighbor. We generally watch out for each other.
We had a great dog that lived to
be the same age. She never spent
a single day indoors. An insulated
and light bulb heated dog house.
We’d check on her during bad
weather, in her house, to find her
sound asleep and comfortable. She
had plenty of “free” time, as my
kids and her were inseparable.
The wife is alergic to pet dander,
but the kids really wanted, and
loved that dog. Tizzy. She was
never tied to a chain, but had
a penthouse of an enclosure.
