Pennsylvania State Police said they were called around 9 a.m. Sunday by the manager of the Bahney House Hotel on West Main Street.
The manager stated that Oxenreider, who is a tenant, told him he had made an explosive device, police said. The manager told Oxenreider to place the device near a dumpster outside the building, which Oxenreider did, according to police.
The package was examined and rendered safe by the state police Hazardous Device and Explosive Section, according to the criminal complaint. Authorities said the device could have caused serious injury if it had been detonated.
The complaint stated:
"The defendant related back in 2014 he had an encounter with a UFO ship and aliens. The defendant related the aliens told him that humans need to start being good people or else they were going to destroy the earth with a nuclear laser beam. The defendant related he has been trying to spread the advice the aliens had [given] him, but no one listens to him. The defendant related when he tells people about his alien encounter people say he is crazy."
