Seems from the DeLonge story that the individual went out of his way to not state an alien origin. It is more as likely that the “life form” is native to Earth, than alien or inter-dimensional or from the future.

Very possibly.

That said, discovering a "new" life form from Earth that was sentient and capable of developing that tic-tac would frankly be just, as if not more, astonishing than discovering extraterrestrial or extradimensional life.

You seem to assume that our government’s policies have not changed. We know that is not true. These things being the case it is a better bet these things (UFOs) have been happening right along and they have not reported on it. So what has actually happened is that “somebody” who gets to decide these things has changed their mind. I read the first Bluebook report back in 1968. They had incidents in there where UFOs had actually collided with commercial aviation (707, IIRC, in Seattle). So the whole “UFO” thing really goes back to when they closed Bluebook and decided to quit releasing info (they said they were no longer “collecting” info on UFOs) but now we now they didn’t because of these very videos you mention.
