Well, isn’t a State an area of land? Obviously it cannot be done in California unless you disregard the major centers of population. The control is total on the coasts, without which it is impossible to make a nation with a chance at success. The point is to recruit people, describe the land mass that they can control. Like a legislative district, State or region, and do it. First by making borders, petitioning the government, then moving on to what will naturally come next when you find out being a State is a forever thing. It is more binding than being a former Soviet satellite. You WILL NOT LEAVE, under penalty of death...
