My Proposal for PPACA Changes

These changes would hopefully stop the PPACA death spiral and make coverage affordable for millions more people. My Silver and Bronze plans would have modest annual benefit limits, permitting deductibles and premiums to be slashed to affordable levels to provide useable coverage for modest income folks. No annual limit Gold and Platinum plans would be based on luxurious governmental employee coverage.

My proposal is written in bill hopper language meant mainly for health care specialist lawyers in government and lobby associations in DC. If you don't know what 42 USC is, don't waste Jim's bandwidth dollars. Health care is a multi-trillion industry needing rules, not a business run from a pickup truck. My rules are meant to be easy to follow and to give a good mix of patient protection and insurer negotiating power.

The rules are meant to satisfy Senators Collins and Murkowski too.

There’s no such thing as free markets in health care.

Pre-existing condition exclusions were based on the desire to avoid paying for expensive drugs protected by government patents.

States have long given hospitals exclusive territories.

it’s quite a read, but I’m down to Section 1302 (b) (1) (I) - Medicaid advantage plan.

Do you mean Medicare Advantage Plan? and, if you do mean Medicare Advantage plan, a) are you proposing throwing pregnant and under 5yo onto Medicare? that’s not going to work - medicare people need a payraise and a benefit raise to keep up with the bump in COL caused by the $15 wage b) I’ve read that once one transfers to an advantage plan, one may not be able to return to medicare - so that’s something that needs to be fixed, and c) if you don’t mean Medicare, but mean Mediaid, why would we offer welfare recipients an ‘advantage’ plan for purchase when, by definition, all their costs are covered?

I worked in a hospital for 42 years. Healthcare delivery undermined by arbitrary rules dreamed up by bureaucrats to justify them keeping their jobs.

First rule should be get the federal government out of healthcare.

It is federal control that gives hospitals certain number of beds in a community

There used to be free markets in health care. If you use consierge docs you kind of still can

Insurance is not health care. You cannot force people to become docs and nurses

Your continuing efforts to make a mess of health insurance is not conservative at all
