Look at who else is in the photo and where reporters are standing. I think the red suit photo is the result of the news agency being lazy and just using an old photo for their report.

Especially sweet was dim-bulb Nancy talking up the "transparency" or being "transparent" in the new edition of the House earlier in the day I believe. Trump picked the term up off the table and shoved it back in her face.
