They could have any number of means - they could put something into the ink or something else at printing time. They could also have fingerprints from handling. The possibilities are mind boggling!

This is speculation informed by experience, i.e., I have no direct knowledge of what is going on today, but I used to make electronic surveillance equipment decades ago, so this is an extrapolation of what we could do then to now.
All of these idiots carry a smart phone around with them. There was a recent test of the Presidential Emergency Text Message system that pinged every phone in the country. This included any “burner” phones that were out there. So any burner phone in the vicinity of a “real” phone could be identified.
So the Federal Government probably has hours of audio and video of these folks conspiring to commit voter fraud and actually doing it.
