We were told that the elections were "safe" already and look what has transpired. I do not believe there will be enough justice handed out to overcome the huge cloud of crap we are going to be subjected to in the next two years to make a difference. Attempting to create voter ID laws and implement other voting changes will be impossible with a dem controlled house so any securing of elections certainly won't happen from the federal level. A Republican controlled House and Senate might have been able to do something but that no longer exist after January 15th. This means that your third listed reason is shaky at best and probably not acheiveable.
That FBI unredacted report supposedly was the tool to destroy the democrats. Maybe it's all bluster and it really isn't that much and that's why it wasn't released. There will always be an election right around the corner no matter when you release it. I would also think that whatever reaction you receive will be the same no matter when as well. Trump is already getting 95% negative coverage in the media so releasing the report would not hurt him. Perhaps he plans to use it as a bargaining tool with the new dem controlled house. That I could believe, but it will never clean house the way we all want it to if used in that way.
You say, be patient but I don't see anything worth the wait. If you have a weapon to destroy your enemy, you use it. Calculating that the Kavanaugh hearings would rub off enough on election day to keep the Republicans in charge of the House might turn out to have been a huge error.
Well you clearly don't know what you're talking about here...for starters PG&E is a public utility which operates in a heavily regulated industry. Its hard to push secret levers of power when you're subject by law to external review, public scrutiny, and regulation.
Next is the fact that it's the equity and bond holders of PGE taking it on the chin in the aftermath of these fires, with the indefinite suspension of dividends, dramatic declines in asset values, and liabilities in the tens (possibly hundreds) of billions of dollars.
In conclusion...if Rothschild really is the controlling shareholder at PG&E, they're taking an unprecedented loss in the markets on their 'investment' with no end in sight. There is simply no economic benefit accrued to them from these wild-fires and it would be foolish in the extreme to think they were involved in a conspiracy to start these fires.

If any of the structures had been able to burn at a normal rate/vertical the adjacent structures and items would have gone up easily from radiated heat. As it is, this and fires last year in Napa and Santa Rosa looked in videos like theyre behaving as a fast moving fluid.

SB901 only covers 2017 PGE liabilities...and it takes future financial decision making powers away from the PGE board of directors in favor of an external public utility commission.
The risk of liability and/or impairments to PGE for the Chico and Malibu wild fires however, remains very real and is likely to bankrupt the company...again.
Its also doubtful whether the CA state legislature will be so quick to enact additional legislation to ameliorate PGE's exposure.
So to answer your question...no it kind of doesn't.
But please...tell me more about the reasons why Rothschild would intentionally set these fires.
