The War Powers Resolution of 1973 has no power and has been ignored numerous times, every time in fact, since it was enacted. It never had the authority to override an Executive action as it does not amend the Constitution which gives the Executive the authority to conduct war.
Vietnam is a conundrum because it fails the test of being an enemy of the United States. A declared war is the only vehicle that is practical for registering it as an enemy.
