The Armenian Orthodox Church turned around their declining birthrate. That could be a model for the Russians, who have shown interest in policies to increase their birthrate.
India could be an option for them as well, to diversify their immigrants.
Do you have a source for that? I'd be interested to see if Armenian Orthdox (in Armenia, or in the diaspora?) have turned a sub-replacement birthrate into a replacement-or-better one, and additional statistical details regarding the scope, magnitude, and duration of any shifts.
