Wishing isn’t going to make it so.
We need to rebuild the entire infrastructure. That would take years. We are way too far into this business cycle for anyone to make that kind of investment. And any corp that does make that investment, is not going to bring back anything but automation. Robots.
It will not happen in a large way in our lifetimes.

Let's say you are right, and I don't believe in either yours or John McCain's blanket broad-based assertion. That being said, wouldn't it be better, even if it has to be automated, that it be here in the United States?
Same with raw material manufacturing. If it stays overseas, it leaves us extremely vulnerable in the time of war.

Yes, China is winning - due to American duplicity. I tend to believe that an answer may be to talk of nuclearizing Japan. China hates and fears Japan... but a nuclear Japan, or the threat thereof, may be the best deterrent to Chinese hegemony in the western Pacific. - - The same may hold true for NorKor; China has been using NorKor as a blugeon over the U.S. for decades... giving them free reign in their region. Without China NorKor is milktoast. Japan is one of the most threatened countries at present. Let’s change the dynamic.
