Yes, I think it is rather remarkable. However, part of that may have had to do with the Tarmac meeting where Billy boy may have told Lynch to just wait till HRC got in, and she would be appointed.
So maybe McConnell had brass, or maybe he was more afraid of HRC. Hard to say. I find that I always have to consider many choices these days - the swamp is so murky. LOL
