I know a couple of guys who collect junk in their Chevy pickup.
They may have some ideas how to do this.

How about an autonomous robotic ship that can track each piece of junk, steer itself up to it, then reach out and just simply throw or nudge the piece to a descending orbit that would eventually burn it up?...........................

That’s a better idea than a big ball, which would almost never collide with anything, but all that maneuvering would be expensive in fuel. Conceivably it could use each item as a reaction mass to maneuver its own orbit while decreasing the orbital speed of the item to be disposed of. An AI project!
