Yes, that’s right, the Deep State is an official government program, well-organized, comprehensive, and “in charge.”
OUT OF THE 8,156 MEMBERS WHO MAKE UP THIS DEEP STATE OF ENSCONCED BUREAUCRATS, OVER 7,000 WERE APPOINTED BY OBAMA.
These the are the “Obama Holdouts” that still control the executive branch of government a full year after Trump has come to office. Obama expanded the existing Flag_of_the_United_States_Senior_Executive_Service.svgprogram of Deep State managers and appointed over 7,000 of the 8,156 bosses who are called the Senior Executive Service. Some call it the “Shadow Government”, and it is true that this federal cabal works in the shadows.
Have you ever heard of such a group?

Let’s review what we know about the power of “political appointees” who hold important leadership and policymaking positions.
There are four basic types of appointments:
Presidential Appointments with Senate Confirmation: There are 1,212 senior leaders, including the Cabinet secretaries and their deputies, the heads of most independent agencies and ambassadors, who must be confirmed by the Senate. Presidential Appointments without Senate Confirmation: There are 353 positions which make up much of the White House staff, although they are also scattered throughout many of the smaller federal agencies. Non-career Senior Executive Service: Members of the Senior Executive Service (SES) work in key positions just below the top presidential appointees, bridging the gap between the political leaders and the civil service throughout the federal government. Schedule C Appointments: There are 1,403 Schedule C appointees who serve in a confidential or policy role. They range from schedulers and confidential assistants to policy experts.

And I liked the content of your post, not just how it sounded.
That is hilarious, “Obama’s Army”. A bunch of SES who have little or no real knowledge of what their agencies or departments do.
They hire really competent GS-15s, GS-14s and GS-13s to actually do the work, while they go to conferences and meetings to plan out the “strategic vision”.
They usually make so much money from TDYs and “deployments” that they can afford the best sections of DC to live in.
Their ability to actually do anything is minimal and most could be let go with little or no degradation to their agencies or departments.
I was part of the RSA and I know something about “secret armies”.

Actually in certain positions in DoD they can really screw things up and those there need to go first. They need to go first and some of their GS employees too.

Yep, the SES, the permanent “civilian generals” who really run the govt.
They used to be called “supergrades,” and a freeper reading an early draft of EFAD advised me the term was outdated, it was the SES now.

According to the Office of Personnel Management, the SES was designed to be a corps of executives selected for their leadership qualifications, serving in key positions just below the top Presidential appointees as a link between them and the rest of the Federal (civil service) workforce. SES positions are considered to be above the GS-15 level of the General Schedule, and below Level III of the Executive Schedule. Career members of the SES ranks are eligible for the Presidential Rank Awards program.
Up to 10% of SES positions can be filled as political appointments rather than by career employees.[1] About half of the SES is designated “Career Reserved”, which can only be filled by career employees. The other half is designated “General”, which can be filled by either career employees or political appointments as desired by the administration. Due to the 10% limitation, most General positions are still filled by career appointees.[2]
Senior level employees of several agencies are exempt from the SES but have their own senior executive positions; these include the Federal Bureau of Investigation, Central Intelligence Agency, Defense Intelligence Agency, National Security Agency, Transportation Security Administration, Federal Aviation Administration, Government Accountability Office, Members of the Foreign Service, and government corporations.
Is there a way to eradicate this whole group of people from government employment? Does Trump have power to do this, or would it take Congress....who established Deep State?
Why not just eliminate those positions?

If a STU operation blew up into a flap on the front pages of the Washington Post or the New York Times, the President and the CSO would deny ever hearing of him or the STU, and as far as that promised promotion to the SES…

The decision makers would not be long in figuring out that the creator of the FEDLIST could just as easily burn the agents in the other 47 states, exponentially compounding what he knew must be an internal security nightmare. And they would also rapidly discern that he had cut off his list at GS-15, and not included members of the ultra-elite Senior Executive Service, those entrenched career bureaucrats, the “civilian generals” who were the real policy molders in the federal government.
Fitz was absolutely certain that the SES would not want their names and home addresses to be listed for anyone with a rifle and an internet connection to see. Most of them lived in upper class digs, and they would hate the aggravation of having to move their trophy wives and spoiled children into hotels, while they went shopping for new unlisted luxury homes in secure gated communities. They would come to their senses, and collectively they would work to rein in whatever group was directing the death squads in Maryland and Virginia.
