Yes, that’s right, the Deep State is an official government program, well-organized, comprehensive, and “in charge.”
OUT OF THE 8,156 MEMBERS WHO MAKE UP THIS DEEP STATE OF ENSCONCED BUREAUCRATS, OVER 7,000 WERE APPOINTED BY OBAMA.
These the are the “Obama Holdouts” that still control the executive branch of government a full year after Trump has come to office. Obama expanded the existing Flag_of_the_United_States_Senior_Executive_Service.svgprogram of Deep State managers and appointed over 7,000 of the 8,156 bosses who are called the Senior Executive Service. Some call it the “Shadow Government”, and it is true that this federal cabal works in the shadows.

There are four basic types of appointments:
Presidential Appointments with Senate Confirmation: There are 1,212 senior leaders, including the Cabinet secretaries and their deputies, the heads of most independent agencies and ambassadors, who must be confirmed by the Senate. Presidential Appointments without Senate Confirmation: There are 353 positions which make up much of the White House staff, although they are also scattered throughout many of the smaller federal agencies. Non-career Senior Executive Service: Members of the Senior Executive Service (SES) work in key positions just below the top presidential appointees, bridging the gap between the political leaders and the civil service throughout the federal government. Schedule C Appointments: There are 1,403 Schedule C appointees who serve in a confidential or policy role. They range from schedulers and confidential assistants to policy experts.

I found a video from a group that is bragging it has identified "Obama's Army" but it's about 40 minutes long so I am trying the article. Both the article and the video document this army but they wander around as they get there. In the video the male speaker immediately wanders and then he bristles when a woman tries to get him back on track. FReeper and author Matt Bracken recognized this over a decade ago in his Enemies Foreign and Domestic novels. One of the major bad guys in the series, Bob Bullard, us described as being SES.
Half of the SES positions are reserved for career employees. The limit on political appointees among all SES positions is 10 percent. That means that 90 percent of all positions are filled by career employees.
There was a lot of talk about this 6 or 7 years ago.
These people were like Union Reps at the car factories. They just went around watching for union violations.
In the Old Soviet Union they were called Political Officers.
Those numbers jibe too with the stories floating around. None of these people do real productive work, they coordinate policy, messaging, and such.

He is taking it down in a subtle manner intended to avoid collapsing the government. The earliest Q Anon posts said that the government is 70% corrupt and attacking that level of corruption directly would collapse it. Therefore some people will be allowed to retire, will be fired, and others will not seek office again, and then there are thousands of sealed federal indictments filed in Nov and Dec of 2017 that are going to be unsealed. But not all at once. There’s play acting to keep the slime focused on chasing a light beam across the carpet and over the couch and drapes while the emails and ill deeds are being documented and court filings stack up.
OBSERVATIONS: It has a leave system that is exceptionally lucrative and subject to abuses. It is often a mutual protection service. It has a lucrative cash award and bonus program. There are numerous other flaws.
This is why term limits are worthless.

From the first book in the series, this excerpt reads like accusations now in the wind about the corruption that Trump is up against:

I missed it when it came out. I’ve encountered something like this working for a county agency and it was infuriating.
