I understand what you mean now. No, it’s for cargo. Imagine a Mars colony. You send cargo ships to it periodically with stuff they can’t make for themselves. One-way outbound using, e.g., this sort of thing (or other cheap propulsion mode du jour) and aerobrake at the other end.

Or it’s for people, but you have a different propulsion tech to get home. You only need half as much fuel that way, if you can’t make fuel at the other end.
