I understand why shelters do not allow people who are drunk inside and that this is mostly his own fault.

I live in NW North Dakota, winters can be extremely harsh and brutal, but it does tend to keep down the number of truly homeless people. You can’t survive a night in a park or under an overpass with just a blanket and newspapers when it’s -40.
Me too. People make choices. Animals are pretty much at the mercy of chance.
Christmas at some friends of mine: Uncle J...... showed up Christmas day. Bad street drunk in Denver, CO. Shattered a hip while drunk 2 years ago. Can barely shuffle with a walker. Must have taken the light rail. relatively sober, due to disability card won’t be filled until the 2nd of January. Stank. Pissed his pants after a nap/coma. grand kids and some of us pretend nothing is out of the ordinary. J.... is cleaned up and put back in bed. Dunno the ending of the story yet, but cannot stay with them again. He needs assisted living, but would rather drink. He has been in rehab 3 or 4 times. Will end of dead in the street sooner or later. My friend sez he expects the phone call from the police/hospital any time. No happy endings.

Oh don’t get me wrong this place is Comedy Central. Just wish sometimes there was a little more compassion.
Yes I know this man was a drunk but unless you can prove to me he was a Syrian rapefuegee or otherwise illegal alien drunk then I feel we should help fellow Americans who are down on their luck, more so in bad weather like this. We’ll worry about rehabs later but there is no reason I can see why we should have people freezing to death.
He can’t/won’t go to a shelter? Fine put him in the drunk tank like the good ol’ days. Those were not pleasant you know.
Some of them they transported to shelters (women and family groups with boys under 12: I served them as a staffer at a Christian women's shelter for several years), homeless adolescent and adult men they put in the "drunk tank," some they just crammed into regular cells, or even put on cots at the precinct headquarters.
They preemptively transferred longer-term inmates down to the State Correctional Institutions to make room for the storm-emergency crowd.
They saved lives. They saved my elderly neighbor Joe R. repeatedly: when he was sober he was truly a model citizen, when drunk he wandered about and was exposed to dozens of potentially fatal hazards.
Joe did best at SRI Mercer, where --- sober and "fully clothed and in his right mind," --- he actually functioned as a trusty or even a counselor for others. A talented man; a sensitive man; a drunk.
So yes, they should pack the drunk tank to save men from freezing to death.
Tell me what's the alternative.

Thank you Mrs D! The drunk tank was not a pleasant thing too. Mind you men barfing, pissing themselves. Can you imagine the smell until Inmate #532591/2 came in to run a mop in the cell? The shelter would been nicer than the drunk tank but least they be alive come morning light.
They used an armory near me one very cold winter.
Picked them up in Boston,drove them to the armory for the night,and then bussed them back to the city in the morning.

Unfortunately it’s not over yet. Single digit lows for WV for the next four days.
Please keep in mind, people, that every "his own fault" disheveled drunk is somebody's son, somebody's brother, somebody's husband, somebody's father, neighbor, former student, former teacher, factory worker, friend.
Somebody still loves him beyond all telling.
Police are gathering up everyone they can find, but they have to be found.
