I'm a little confused though. the National Reconnaissance Office is composed of Central Intelligence Agency (CIA), National Security Agency (NSA), Defense Intelligence Agency (DIA), and National Geospatial-Intelligence Agency (NGA.)

How did the CIA become Rouge from this group?
