I visited the DC area in the 80s, didn’t stand out as wealthy. My daughter moved to Bethesda MD about 2013 and then across the river in Northern Virginia. When we visit, the money there is now rediculous. There has never been a “downturn” in the imperial city’s economy in the past 30-40 years.
In sum. YES. People often wear two hats as well. A perfect example - do a little research on Jonathan Gruber, the infamous guy who helped write many of the rules for Obamacare, who also acted as a consultant, and who called Americans "stupid." Now multiply that by every-single US business and industry, because Fed.gov writes intricate rules for ALL of them.
In Virginia, independent cities are de facto counties. They have the same powers and responsibilities as a county.
I lived in DC in the 80's just out of college. I had the chance to work for a small but aggressive construction/property development firm working in DC and surrounding counties. I turned it down. Stupidest decision I ever made.
I am a fourth generation Loudoun resident, and I am heart broken over what has happened here since the carpetbagger invasion. Fire fighters, law enforcement, school teachers.....none can afford to live here where they work. There was a concerted effort in the ‘70s and ‘80s to change Loudoun County from a rural farming county into a suburban high tech one, like luring the I.T. build-up in the Rt.28 corridor. I believe there is only one working dairy farm left. And now that a Metro stop is being built near Dulles, that should finish things off. I’m beginning to understand how my ancestors the Creek felt.

Falls Church is not a county. It’s a small city in Fairfax County.
Arlington is completely different. All the young people live there among the trendy restaurants and shops. Rents are easily $3400 for a 3 bedroom house.
We were transferred to Virginia in 1976. We were coming from Long Island which is certainly not an inexpensive area. When we got down there to house hunt we were stunned by the price of homes. We wound in a nice neighborhood ,in Falls Church, in one of the smallest homes. The majority of our neighbors were gov’t employees, a few doctors and one fellow who became Bill Marriott’s right hand man. I’ve never been so happy as the day we were told we were again being transferred. I absolutely hated living there.
I understand the legal distinction, it’s just mixing counties and cities skews the population and economic distributions. In effect, many more municipalities would exceed the US median income than would counties.

Absolutely terrifying actually. Never have I seen anything so divorced from regular normative American culture.
btw a little inside info on Crystal City. There are some fancy restaurants there that pride themselves on having Congress-critters and their mistresses hide out there....if the bricks and mortar of Crystal City could only talk...
We lived in the brick colonials in the Forest.
