This is the same argument muslims make to justify their perversions. It’s BS. I suppose this pastor would have women wear burkhas, as by this thinking, any display of skin by a women is a license for men to rape. It is a poor excuse that leads men to believe they are not responsible for their behavior. Bad behavior should be punished, not excused or explained away.
Being covered from head to toe is no guarantee of a rape free life, as witnessed by the many rapes in countries where women dress modestly. Truth is, as long as there are humans, there will be evil humans. The solution is to punish perps harshly & remove them from society permanently, not expect society to bow to the evil around them.
What about children? There are pedophiles out there. Should children, even small babies, be clothed from head to toe? Are they somehow sexual objects in their diapers or minimally clothed as they often are? If their behavior is somehow sexually stimulating to perverts, how is that their fault?
Personally, I like to see a pretty woman in a sun dress or bikini, just as I enjoy all beautiful things. The fact that I don’t rush to rape them is a factor of how I was raised to respect others, women included.
I’m not suggesting people should be free to walk around naked. It’s not very sanitary & leaves one open to injury; the “cave men” figured that out long ago. But giving in to perverts & extreme moralists is to succumb to a form of blackmail - do as I say or you deserve the consequences.
Women have always presented a challenge for men. In today's world, with little left to the imagination and loose morality, it's a much larger challenge. The pastor and the person he interviewed answered their dilemma at the end of the article: men are responsible for controlling themselves. Raise up young men to respect women and themselves, and that stands a good chance of being extended even to women who might not respect themselves. Raise up young women to respect themselves and men, and then you would really have something.

my point is, our society is aggressively making everything sexual...and a guy does not need to see a woman with a short dress on to get turned on, all he has to do is think or dream of it, and he's turned on...
maybe someone should try to teach young men about discipline, avoidance, and thinking pure thoughts only, like the nuns used to teach..
