Rare metals are carried to earth by meteors and meteorites. Considering how many potholes there are on the moon per square mile, with a healthy economy on Earth, the first mine could pay the expenses for decades.

I am not saying that this is a bad idea but it would be much cheaper to mine asteroid directly because you would not need to lift the metals out of the Moons orbit.

Added bonuses of mining asteroids directly is that you don’t have to deal with the incredibly abrasive moon dust. You don’t have to dig and it is easier to find the metals you want on an asteroid because they are on the surface.
