Do we have a functioning anti missile defense system ? Are we capable of shooting down NORK missiles? THEN WHY THE HELL ARN’T WE DOING IT??? The red line is set by our political leaders so I have no answer for you on that part of the question but our radar systems can calculate trajectories and impact points in relatively early stages of flight. I am guessing that we did not see the need to expend a very expensive interceptor and also show the Norks our true capabilities on a payload that we knew was going into a broad ocean area.

Quite likely they already have it, in ready to assemble kits. That way they can deny having weapons, which of course, is not the same as saying they cannot whip one up wiki wiki.
