I have always wondered if this would be possible. It is a noble effort to end a great deal of suffering because of dog and cat overpopulation.

Imagine this technology being intentionally used by a bad actor to permanently spay or neuter all dogs, cats, and eventually people...
Such a technology has an enormous potential for abuse, especially is a one-time exposure is irreversible.
