But if it was in hunting country I would think it probably was someone tripping on the rocks and having the weapon go flying into deep water. Or a hunter crossing a supposedly frozen river.... he thrashed himself out but lost the rifle.(or perhaps he’ll turn up further down stream )

It appears that the bolt was open when it landed in the river. Interesting. Or pulled open when retrieved, if the bolt could be worked. The first thing I would do if I came across a gun would be to clear the thing.
