I’m still on Vista on a ‘07 Military-issue Toshiba laptop for a reason.... it’s relatively unhackable. I mess with W10 for professional reasons, but I’m a happy Luddite.
I still occasionally use a computer with 98 on it. It does everything I ask it to. Just kinda slowly due to limited RAM and CPU speed.
Same with my XP computer.
All the newer ones are converted over to Linux though.
Heck... I kinda miss my VIC-20

The computer tower I had at the time was tan-colored. It had scuff marks on the front from me kicking it.
Move your old systems to VM’s and screw Doze. Worked extremely well for me. This machine doesn’t even have an internal drive. Runs like a champ. Try doing that on a Doze box.
If you surfed the web, used MS office, and in my case used CNC CAD and CAE software 98 is perfectly fine with the software and hardware of the day. Now, new OSs usually just allow bigger bloatware.
Windows 98 isn’t impressive.. now if he had tried running GEOS on a C=64, and connect THAT puppy to the internet.. THAT would be impressive..
Last week just for kicks l installed Mac OS 9 on old iMac and was able to go on the net and acccess Free Republic using an old version of Opera as a browser. Not bad for a 14 year old OS.

The place where I worked 20 years ago switched from Windows for Workgroups to Windows 95 as soon as Windows 95 was available. Then we upgraded to Windows 97. I seem to remember that Windows 97 was more stable than 95 and a little more refined. I started a new job and Windows 98 was the thing for a while. Then Windows NT and then Windows XP. Of course we had to eventually move from Windows XP but I think I have used XP for more years than any other Windows version. I haven’t used XP in a few years.

That is what I am still using on most of my machines. I think I have one that uses windows 7, and I hate it.
Sounds to me that Win 98 isn’t the problem - it’s using an ancient machine with inadequate memory for today’s internet. Put Win 98 on a modern machine and it will likely work OK as long as sites are compatible with older versions of IE.

Long term memory is still well intact and I remember most of the DOS commands. Grandson laughed when I tried to explain DOS to him. Said it sounded too complicated.
