Employment offices?
When I was in the military overseas there were many places enlisted men were told they could not go but it was to keep their citizens from rubbing shoulders with the uncouth ruffians who would ironically be the first to die in defense of their country....go figure.
These no-go areas are all in the part of Germany that was under Communist rule for generations.
