its too much to contain..
I was walking to a government lab in Richmond Va and was accosted by hoards of beggars, i kept walking and at the end of the gauntlet a black guy jumped up in front of me and told me to give him money, I said no and he said he would kill me if I did not..I decided not to beat him to a pulp and kept walking until I found a police officer about a block away..I explained what happened and he said, go away, we cannot keep up with all of them..just deal with it..

It is poignant that your incident happened in the Virginia capital. Jefferson described how welfare worked in Virginia--and most States in 1782--and why you never saw a native American beggar in American cities at that time. His words explain a lot, and need to be read & heard today:

Same thing happened to me in Cleveland. Parked on a side street as Bo Loong’s lot was full. I got out of my car and a yute gang turned around and headed towards me. I got back in my car and drove away. Found a cop a block away, and told him what was going on, and that these punks were out to cause trouble. He told me, “Go to a different restaurant.”
