“Leadership” isn’t going to do anything and is a cop out for taking personal action against the race card.
And, the “I married a Mexican” or “some of my best friends are black” defense, while true, isn’t effective.
People need to be shamed for playing the race card.

About 30 years ago, I was approached by a vagrant in a downtown Ottawa parking garage, looking for ‘money to buy something to eat’. Being a government city, the downtown is mostly vacated by 6:30PM. It was 8:30PM and I had worked late. I offered to buy him supper, but he refused. I was cursed at, as he staggered away and I got in my car and drove home.
In my opinion, it was an attempted mugging.
I would give him a dollar if he is willing to listen to me talking to him about Jesus.
The first thing Rudy did when he cleaned up New York was to get rid of the panhandlers.
Not only is it dangerous for the law abiding, but it allows easier cover for bad guys, as an easier environment to blend into.

Very pushy and indeed demanding panhandlers are common in NYC and have been common for many years.
Most are very passive, but some are demanding.
Just say no, and they move on.
