So I guess that means because the secretary pool in Congress is “part” of the Congress they also get to write law?
Everything done by ATC is done UNDER AUTHORITY of the FAA. The ATC has no more authority to write it’s own law then a police dept. Notice I said LAW.

Agreed....but the pilots don’t ‘make the rules’ either....Yes they have latitude and have to pay attention.You and I both know that not listening to what ATC suggests can be VERY risky

You have misunderstood my statement. I am agreeing with you that the ATC is part of FAA but that does not mean that they have the authority to write and implement law and regulations on their own without the oversight of FAA.
I even cited an example to make it easier to understand but it apparently drifted over your head.

The President is simply a hired hand; a servant of We the People. Too many of our public SERVANTS, including the current occupant of the White House, have forgotten who and what they are.
The Academy in OKC has classes for Air Traffic Controllers on various subjects.
One of them is the design of Airspace.... just one example and I Say Again... these are for Air Traffic Controllers.
Another example would be classes on Maps.
Both of my above examples are constantly being modified as things change and who better to know what the changes are than ATC.
I worked with several Air Traffic Controllers that went to these classes.
These are either actual working Air Traffic Controllers or those that have gone into Management.
For you to say that Airspace is not written by those that are Air Traffic Controllers is wrong.
Air Traffic Controllers are all part of the FAA.
