Yolo County, where she was found, has no snow. Mountain gate, just up the hill from Redding is where you often have to chain up on I5 to go over Mount Shasta.
It was logging country, back in the days when cutting down trees was not considered a criminal offence in CA. It's also deer country. People hunt there and need chains to get the 4WDs up old logging trails and out of mud holes.
The two Hispanic women figure into it somehow but the information released so far is not specific as to what part they played in this crime. They may have been the ones who grabbed her or they may have been the ones who chained her up next to the interstate. What part they played in this crime has not be published yet so we will have to wait and see.
I've also heard speculation that because her medical condition was not released, in detail, to the media that this somehow puts a shadow of doubt on the case. That is BS, pure and simple. Her medical records and condition are hers to release or keep to herself as she desires just like it is for each and every one of us.
If money was paid to obtain her release then so be it. If this is why she is back with her husband and children then I support it 100%. She is alive and free and that is the only important part of this story for me.
Law enforcement is also not releasing much information about this abduction because it is an ongoing investigation. This is normal, standard, operating procedure.
Everything I know about the folks involved in this says they are upstanding good people. I do not know them personally but this area does not have that many people and you always know people who do know "others" in our culture.
I'm thinking that we all need to not make negative speculative posts that may damage their reputations based on ignorant hunches or feelings.
This family has been through enough already, leave then the hell alone.

I probably have a hundred pounds of tow chains, snatch chains, tire chains, and oddball length chains in my personal work truck along with the lifts, hoist, winch, and come-a-longs to pull, lift and drag heavy things I need to load or move.
We don't live like people in the cities do. It is often a long ways and a long cold walk to find help. Around here people must be able to take care of themselves. Just getting to our home calls for passing through miles of no cell service and very little traffic on a narrow county road.

The writing is confusing, at best-”heavily battered”-as opposed to lightly battered? It sounds as if the author is talking about preparing meat or vegetables for frying...
I keep a large chain in the back of my 4x4-as well as a comealong and an extra trailer hitch-sometimes you have to pull heavy stuff around on job sites, and I don’t allow anyone to risk injury-so things to provide a mechanical advantage are needed...

Narcoterrorists in Mexico kidnap citizens for ransom all the time. Legalizing dope won’t make their criminal antics end.
Perhaps these 2 women were seeking a profitable kidnapping.
