I go to Canada every year. They don’t speak German up there but we catch a ton of walleyes.

You might want to add one other stipulation....there is a limit. Unlike US colleges which just keep on adding instructors and throwing up more classrooms....most German universities are kinda locked to a limited number of students and limited growth.
I might also note that while the tuition side is free....you will pay for your room/board, and this won’t be cheap. Also, if you intend to party your way through college in Germany....you will be let go by the end of the first semester.

This could be a good thing. Do the Germans preach the wonders of communism and the hatred of America in their colleges the way the “colleges” do here?

America is paying for her college in Germany. Since we provide national defense for Germany, they can route their defense budget to other things.

It sounds like she has taken 3 years of high school German. That does not necessarily mean she will be ready for rapid-fire conversational German from native speakers.
German is easier to follow when you are listening to someone speak it for whom it is a second language.
