Years ago I saw a guy that tried to kill himself with a .32. Drank a bottle of whiskey and shot himself right between the eyes. When the whiskey wore off he called an ambulance. Bullet was lodged way back in his sinuses. We basically but a bandaide on him and sent him to psych for observation.

Specifically, the ATF's final rule will also require each and every "responsible person" of the NFA gun trust to submit fingerprints and photographs. During the approval process, the ATF will conduct backgrounds checks on each and every "responsible person" of the NFA gun trust.

Updated rules were published in the Federal Register on January 15, 2016, and take effect 180 days later on July 13, 2016.

Among the rule changes is that for individual NFA transactions there is no longer a requirement for your CLEO to sign off. You must merely notify the CLEO by providing him with a full copy of your completed form.

No signoff if you have a trust. Trusts have always been “inform CLEO” only. What has changed for trusts is each member of the trust must submit fingerprint cards and passport photos, just as an individual application has always had to do.

The “inform CLEO only” for individuals combined with the fingerprinting requirement for Trust members makes NFA Trusts less attractive.

Not obsolete, but much less attractive from an individual’s standpoint.
