Where is thread on recent social security changes?

How do I find a thread talking about the news story I've been hearing about? I've looked for an hour and turn up nothing.

Social Security changes affecting spouse loophole passed in this recent budget.

the new feature I like is where they will “borrow” money from the OASDI fund and give it to the SSDI fund.

Is this change to stop the accountants using loopholes and ‘cheating’ for their clients? Or is this change actually impacting the normal retiree? If a normal retiree doesn’t even know about this it’s a scam that only the folks that hire accountants learn about anyway.
