I looked into this a bit. Not only did I not see mention of bilingualism in Wiki, but I ran into an article on USEnglish discussing this. Apparently it was made up out of whole cloth. The Treaty does not say any such thing.
If it did, I would suspect it would be applying to the territories in question and the residents at the time of annexation.
The law only applys to lands that were once part of mexico and I thik it was only for ten years?

We're rather unaffected by Political Correctness, such that it is only *recently* that libs in Mexico are even drawing attention to "racial injustice" there.
