Cabinet ministers in Japan approved a plan to reduce greenhouse gases by 26 percent by 2030, a goal already criticized by environmental groups as too timid and statistically unsound.
The cuts, first unveiled in a draft in April, will use 2013 as a baseline. Acceptance of the draft report was announced by Environment Minister Yoshio Mochizuki Tuesday in Tokyo. Final approval will be sought after public comment.
Adopting 2013 as a starting point is contentious because it's a year when Japan recorded its second-highest emissions level ever as it burned more fossil fuels to replace nuclear power lost after the Fukushima meltdown.
"We know there are various opinions," Mr Mochizuki told reporters. "We will explain our target to other countries to gain their understanding."

As Japan burns more coal following the Fukushima nuclear disaster, power producers are able to duck pollution standards by building coal-fired projects small enough to avoid national regulator scrutiny, critics say.
About a third of 45 new power-generation units fueled by coal wont face the governments environmental assessment because their small size puts them under the review level, according to Kiko Network, a Kyoto-based environmental group.
Coals role is under debate as resource-poor Japan grapples with the Fukushima disasters shutdown of all nuclear plants and plans to cut greenhouse gas emissions. While operators say smaller plants can be built faster, their exemption from national -level inspections is a sore point for foes.
Big coal plants pose more serious problems, said Kimiko Hirata, Kikos international director. At the same time, she said, if you build ten small units, that equals a big one and small ones are inefficient. Its a problem that there are plans for projects that can get away with assessments.
