The damning report that made Ferguson's police chief quit

Racial bias:

Substantial evidence of intentional discrimination.

While about two-thirds of Ferguson's residents are African American, only four of Ferguson's 54 police officers are.

Historical hostility to African Americans living in Ferguson lingers among some police officers.

Emphasis on revenue:

Ferguson's police practices are shaped by a focus on maximising revenue rather than improving public safety.

Many officers appear to see some residents, especially those who live in Ferguson's predominantly African American areas, less as constituents to be protected than as potential offenders and sources of revenue.

For example, police accused a black man sitting in his parked car cooling off after playing basketball of being a paedophile. He was eventually charged with eight violations, including "making a false declaration" because he had given his name as Mike instead of Michael.

Unlawful court practices:

The court's practices impose unnecessary harm, overwhelmingly on African Americans.

Arrest warrants are issued if fines are not paid, instead on the basis of public safety.

Until recently, Ferguson added fines for missed court appearance and payment.

Minor offences such as parking or driving violations can generate crippling debts, resulting in jail time because of an inability to pay.

Excessive force:

Many officers are quick to escalate encounters with subjects they perceive to be disobeying their orders or resisting arrest.

They have come to rely on weapons such as Tasers where less force - or no force at all - would do.

An officer used an electronic weapon against an African American woman in the Ferguson City Jail because would not go to her cell.

Police dogs have been released on unarmed people before attempting to use force less likely to cause injury.

African-Americans accounted for 90% of officers' use of force.

The report does show a need to make bonuses paid for ticket counts illegal. I’m surprised police departments are still allowed to do this.

Sp you do a study of arrests for an area which is predominately black and surprise surprise most of the people arrested are black.

Yes, the report shows a great deal of abuse thats centered around using police powers to enhance revenue.

However, from what I can tell there’s only a statistical correlation involving race, which is used as proof of causation.

Which is a logical fallacy. I’ve seen nothing reported on this report that demonstrates causation. Only some anecdotes about racially charged comments and jokes. Which, while bad and worthy of punishment (including dismissal) don’t come close to supporting a conclusion of pervasive and institutionalized racism.

Which means that DoJ took the easy way out and, looking for a racial problem, “found” one in a very limited analysis of the statistics.

Give the whole damn Ferguson to the blacks including the police department and stand by for war. Blacks just don’t know when to quit. The city will die and maybe it needs to.

If they are going to allege something wrong, they need to provide better examples. If this is all they've got, then their report is just hype.

I personally don't put much credibility into anything coming from the Holder Justice department. They went in looking for a racist scapegoat, and when they couldn't find one, they made one.

I'm not sure I've seen a de-escalation since I was a kid. The days of Adam 12 and Dragnet are long gone....and god forbid you have a dog or an autistic child

I watched a vid last nite of a cop threatening to arrest some ladys dog in her car because another shopper was scared of it.

I guarantee they would find similar arrest stats in Detroit despite the primarily black police force and primarily black city government.

When you can’t hang the cop hang the whole department. Just another piece of crap generated by the lying government we are allowing to exist. Believing anything from this administration is a huge mistake.

I had a run in with an out of control state highway trooper once. He was a liar and a despicable person. I am certain he was using his position to intimidate.

On the other hand, I’ve run across police officers, including state highway troopers, who were as helpful, concerned, and understanding as your own local pastor.

My sense is that it’s ‘the individual’. We make a mistake grouping people into one description.

That’s the problem with this Justice Department report. It doesn’t also report that they spent time intentionally looking for good. They spent the entire time intentionally looking for bad.
