I have a Lenova C440 All-in-One Windows 8.1 PC.
Recently I tried to install an application from the DVD installer disc. It failed. The first part of the process, choosing the location and the type of install, worked fine, but when the disc was supposed to spin up and copy/install all the files, it just sat there with no activity.
After several minutes, I canceled out of it. I tried an install disc for a different app, and it failed similarly.
I have done an Internet search for the issue, and have tried a few of the suggestions, including a couple or three things from the Microsoft Support website. No change.
Suggestions, please?
A google or a visit to one of the many computer message boards would be a better source.

What is the name and version of the application? Perhaps it is not compatible with the new kernel?
1.. Open Run, and type in services.msc then press Enter.
2.In services window, locate Windows Installer service in the services list.
3.. Verify that the Status is Started. If the Status column is blank,
right click on Windows Installer and select Start.
4 If you get error trying to force start the Windows Installer service, try to change the Startup Type to Manual, and then restart the computer.
Also, can you find the setup.exe or .msi file on the disk itself in File Explorer? If so, right-click the file and select “Run as administrator”.
It never has worked, and it never will. I recommend you install windows 7 and do everything via command line from Cygwin, or just retire you’re old beat and get an iMac 5k or similar.
Microsoft Streets & Trips 2010. Maybe you’re right, but when the second app failed the same way, it led me to conclude it weasn’t the app.

Are you logged in as admin? Sometimes Windows will look like it installs an application until the end and then it errors out.

OK, I did that. Almost all of the setup.exe files will not allow that. One that did, in Install Wizard, started to run, and then hung up just like the install discs.
The .msi search returned nearly 3,000 results.
I need to go run some errands now. I’ll read this thread again when I get back in a few hours.
Seems like you are not the only one having issues with this software on Windows 8/8.1.
One guy got it to install/run by installing the .NET Framework 3.5. I know this seems counter-intuitive because the .NET Framework 4 is already installed, but many older apps need it, too.
So try this:
1. Open Control Panel.
2. Select the Programs hyperlink.
3. Select the Turn Windows features on or off hyperlink.
4. The top item in the popup window is .Net Framework 3.5 (includes .Net 2.0 and 3.0). Check the box beside it and click OK.
5. You'll need to specify the alternate source location, which is on the Windows 8.1 install disk in the \Sources\SXS directory.

Would even trust a China made over a Ruski made.
If that is the case, it sounds like you are not signed in with an Administrator account.
Did you get a popup asking for alternate credentials, or did it just say, "Dave, I'm afraid I can't do that."? ;-)
Great replies, but don’t dismiss the possibility it’s a DVD/CD drive problem. I’ve had so many problems with laptop drives that I have an external for troubleshooting.

The drive or the DVD itself ,did you try it in another computer
Try running it in “compatibility mode” .
Find Setup.ece on the disk, right click—>properties—>on one of the tabs you can choose to run in compatibility Win XP from one of the carrots.
Oh, yeah. ‘Tis true! I’ve been frustrated with that one a lot!!!
I always use .ISO files as much as possible, since you can mount them to file system in Win 8/Server 2012, and not worry about the DVD hardware...
