Paramedics are not the police, and they have saved countless lives even though they weren't on the scene within "seconds."

I am not making a case for seat belts. The situation you describe is of a person who chooses to use a seat belt, but becomes incapacitated because of an accident. The seat belt didn't cause the accident. My scenario describes a tire that blows out which causes an accident, which incapacitates the driver. I am not assessing whether or not the seat belt saved the driver from dying because it is not known if the driver was using one. The hypothetical stands as is, and it cannot be changed to fit some other variable.
