Woman Fatally Shot by SJPD Was Holding Cordless Drill: Police
NBC Bay Area ^ | Friday, Aug 15, 2014

A woman who allegedly threatened to kill her family was fatally shot by a police officer in San Jose Thursday morning, a police spokesman said.

Officers responded at 10:36 a.m. to the 700 block of Blossom Hill Road on a report of a woman with an Uzi-style firearm who was threatening to kill family members inside a home, San Jose police spokesman Officer Albert Morales said.

A man named "Michael," gave NBC Bay Area some cell phone video of the woman leading up to her death. She is pictured aiming the drill in front of her, while at other times, she lifts up her other hand as if surrendering.

Carrying Cordless Drill Before Being Shot by San Jose PoliceMichael gave NBC Bay Area some cell phone video showing a woman carrying a cordless drill in San Jose on Thursday, before being fatally shot by San Jose Police.

Police tried to negotiate with the woman when she exited the home and was commanded by officers to drop the weapon. Police said the woman did not comply and was shot at least once by Officer Wakana Okuma when she pointed the weapon toward officers.

The weapons was later determined by police to be a cordless drill that was painted black.

"In fear for her safety and the safety of the public, Officer Wakana Okuma fired at the subject striking her at least once," police said in a press release.

Okuma has 13 years serving as a police officer.

The woman was taken to a hospital with serious injuries and pronounced dead at around 12:39 p.m., according to Morales.

The delay in reporting the death was due to the confirmation of her identity and notification to next of kin, police said. Her identity is not being released at this time, but police said she is 19 years old. Morales said he didn't know what family members might have been in the house with the woman prior to the shooting, but said that no family members nor officers were injured in the incident.

Morales called the report of someone armed with a possible Uzi weapon threatening family members "a very, very serious situation for our officers."

The Police Department's homicide unit is investigating the shooting.

Richard Garcia, 34, didn't see the shooting but heard it and saw the woman being loaded onto a gurney by first responders afterward.

"I heard the shot, it went 'Boom,'" Garcia said.

He said police officers were very aggressive in seeking potential witnesses who might have filmed or photographed the incident.

determined by police to be a cordless drill that was painted black...

Ah hah, this evidence shows aggravating circumstances - the drill was modified, enhanced to make it clearly an assault tool. She obviously altered the metal finish. Did she modify the grip as well? Was the trigger modified for continuous drilling?

And an officer used his long distance cordless hole puncher to drill a woman...

Cops no longer have the ability to think and make rational judgment calls.

99% of the police need to be disarmed.
They do not protect; and they do not prevent crime.
What they do is document crimes and collect evidence.
They can’t and won’t stop you from becoming a crime victim; that is your job.
Ever wonder why British bobbies were not armed?
It’s because they investigated crimes, collected evidence and tracked down criminals. The common citizens were armed and took care of their own protection.
The only purpose for SWAT and heavily armed police is to apprehend dangerous criminals who have been identified and located.
If you deploy heavily armed police and SWAT for common crimes and crowd control then expect them to kill innocent citizens.
If the cops complain about not carrying lethal weapons, then give them a can of mace and a club. These normally non-lethal weapons will reduce the deaths of dogs and citizens alike.
If a cop encounters a dangerous situation, then he should call for armed backup; he should not start out by pulling his gun.

the “she” being refereed to is the officer. Officer Wakana Okuma is a female.

I just watched the video, and the girl does point the drill at the cops several times like she is aiming a gun. I still think they should be able recognize a drill from a gun, but it does look like the girl was trying to get a reaction from the cops...

On a separate note, I think I used to live in the unit this girl was in front of. At least I know I lived in a unit on that exact corner about 15 years ago... Those are not apartments, but are 4-plexes.

Let’s try that again:
The “her” being referred to is the officer. Wakana Okuma is a female.

"The delay in reporting the death was due to the confirmation of her identity and notification to next of kin..."

Ummmm.... Wouldn't her next of kin family members who were looking out the front window be able to identify her?

I like a good “assault drill” joke as much as the next guy but I would like to make a couple serious comments:
1. Suicide by cop is about the most selfish strategy for committing suicide I can think of. We like to think that at least some cops are decent people who don’t get a kick out shooting folks and this lady made them shoot her. They have to live with that now. The civilian disarmament people bitch about guns being used in suicides but shooting herself, or drilling herself, would have been much better than making somebody have to live with having shot you.
2. You can complain about the cops thinking a black drill was a gun, but the mind definitely fills things in and you see what you expect to see. I know a guy who arrested someone with his finger. He was in the backyard, couple officers banging on the front door, you know the drill. but the guy jumped out suddenly before my friend expected it and for some reason instead of doing a normal draw he just held out his hands as if he had drawn. The guy expected him to have actually drawn his gun and reacted as if he had.

She seemed mental. surely someone could have gotten a closer look to see what she had or distracted her. Shoot first, think later.
